The Albanian government will create a state-owned company in the form of a joint-stock company to revive the country’s military industry by producing weapons and ammunition. The Ministry of Defense has issued for public consultation a draft law that paves the way for the production of weapons, an initiative that has been mentioned before and apparently is already being seriously considered in the practical plan.
The draft law “On the creation of the state company for the production and trade of weapons, ammunition, equipment and military technologies” is intended to serve as a foundation act for the company “KAYO sh.a”, which will serve for the production of weapons.
Through this legal initiative, it becomes possible to create a new structure in the form of a commercial company with all the necessary capacities to interact in today’s national and international market. In the explanatory statement that accompanies the draft law, it is stated that only through such a society can the necessary mechanisms for the revitalization of the inherited capacities of the military industry be activated and function, in the framework of the current dynamics in the international strategic security environment, the decisions and standards of NATO s.
The revitalization of arms production will, in parallel, contribute to economic growth and development, making the defense industry a supporting engine for progress.
The object of activity will be the design, production, repair, demilitarization and trade, inside and outside the country, of all types of weapons or parts of weapons, including military ones, ammunition, technologies and military equipment. The process aims to promote innovation and technological development in the field of the defense industry, through close cooperation with the private sector.
In Albania, after 1970, 3 weapons production enterprises were built, Mjekës of Elbasan, Gramsh and Poliçan, but after the change of systems, the 3 three were closed. About a month ago, the Minister of Defense, Niko Peleshi, said that Albania is one of the few countries in the region that has a dormant military industry and that it needs investments and investors to reactivate and develop the industry.
The first call for the establishment of this infrastructure in Albania was made by the president of Ukraine, Volodymyr Zelenskyy, when he visited Tirana in February of this year, and the Albanian government did not oppose it.
The proposal for the return of the military industry is argued with the geopolitical needs of the time, where the supply of weapons has become necessary for NATO and the countries it supports in war positions.
