TIRANA – The united opposition has turned again to its demand for the creation of a caretaker government 100 days before the general elections in Albania saying that it is a precondition for the implementation of all the provided proposals.
This was made public on Monday along with a set of proposals which will be presented to the Political Council on the electoral reform a body created some weeks ago comprising the ruling Socialist Party and the united opposition. The proposals are linked with the electoral administration of the second and third levels, the vote counting, the release of the result and the re-counting of the votes.
According to the proposal of the opposition, a mix model of the electoral administration should be applied which guarantees the strict implementation of the law by the non-party commissioner, who holds individual disciplinary and penal responsibility. The commissioner maintains the balanced access of the political parties and their confidence in decision-making and guarantees the legal intervention to undo irregularities and manipulations in the voting and counting processes.
The ruling majority and the opposition achieved consensus on the electoral reform on January 14 this year and it was agreed the establishment of a political council composed of Socialist Party’s Damian Gjiknuri, opposition deputy Rudina Hajdari, Democratic Party’s Oerd Bylykbashi and Socialist Movement for Integration’s Petrit Vasili.
The council is tasked to find solution for 13 topics, including the issues of decriminalization and financial resources, and the electoral system. It remains to be seen if the council will succeed to conclude its agenda within March 15, which is set as the day when the electoral reform is expected to be voted./argumentum.al
