TIRANA, September 9 – The race for the new head of Albania’s Special Prosecutor’s Office, so called SPAK, is expected to open on September 16 at the first meeting that the High Council of Prosecutors (KLP) has planned to hold.
“The current director of the Special Prosecutor’s Office ends his mandate on December 18 and we have the obligation as a Council to open the competition 3 months before the end of the mandate. One of the topics on the agenda of the next meeting of the Council, which will be held on September 16, will be the launching of the competition for the head of the Special Prosecutor’s Office,” revealed the head of the KLP, Alfred Balla in an interview with TV Klan on Friday.
Balla dwelt on the criteria to be applied for making the selection of the new SPAK head, and according to him, candidates who have more experience in management are more favored because you can be a good prosecutor, but you are not a good manager of an office. He said that candidates who have excelled at their work, who have a media profile and relationship with the media and the public, who have experience in the drafting of by-laws and regulations are favored in the selection.
The completion of SPAK with 20 prosecutors, according to Balla, will have to wait, as the Council is focused on filling the vacancies in district prosecutor’s offices where 104 prosecutors are needed.
“In order to mitigate the vacancies, we have proposed to the Assembly that it be possible to change the law regarding prosecutors and those who are in the process of study might carry out their practice working in the system as paid prosecutors when they are in their third grade,” said Balla. /Argumentum.al
