TIRANA, December 20 – The Special Prosecutor’s Office against Corruption and Organized Crime (SPAK) has closed the investigations into the Fier incinerator, and communicated the charges against 21 defendants, among them former deputy Alqi Ballko and former minister Lefter Koka.
SPAK’s investigations have proven violations in the concession granting procedure and in the conclusion of the contract for the construction and administration of the waste treatment plant in Fier district.
SPAK stated that there is an economic damage to the state budget in the amount of ALL 16,288,344 only as a result of the violations during the expropriation procedure.
“During the investigations, it has been proven that the monetary sum of ALL 146,083,071 that was invoiced to the company “Integrated Technology Waste Treatment Fier” sh.p.k., and that was subsequently paid by this company, constitute irregular material benefits that were given to the defendant, Lefter Koka, in the capacity of the former Minister of the Environment in exchange for the unfair favoring of the company “Integrated Technology Waste Treatment Fier” sh.p.k., in the development of the concession granting procedure and in the conclusion of the concession contract with the object “Construction and the administration of the waste treatment plant of the Fier District and the production of energy,” the announcement said.
Also, SPAK announced that the conducted investigations have proven that the defendant, Alqi Blako favored the concession company “Integrated Technology Waste Treatment Fier” sh.p.k. in exchange of the proposal and indirect receipt of irregular benefits in the amount of ALL 14,964,900 during the time he served first as Secretary General of the Ministry of Environment and then General Director of AKUM, was.
A “preventive sequestration” property insurance measure was imposed on the assets of the defendants Lefter Koka, Alqi Blako and Klodian Zoto, who have benefited in an irregular manner with the aim of seeking the confiscation of the value obtained in an irregular manner. /Argumentum.al
