TIRANA, January 15 – The installation of 21 security cameras at the entrances and exits of the Kiras and Dobraç neighborhoods of the city of Shkodra, northern Albania, has led investigators to suspect that they were being used by two criminal groups operating in this city. However, so far, no suspect has been identified by the investigators.
Some of the cameras, according to the verifications, have been functioning for two years and gave access to these persons to control the territory for criminal purposes, but also to observe the movements of the Police.
So the Police are checking for other cameras as they believe they are not the only ones. It is suspected that they are also located in the neighborhoods controlled by the two criminal groups.
Of the 21 cameras seized so far, 8 were installed in public places and squares, on the road axis from the “5 Heroes of VIGU” roundabout to the first roundabout of the Shkodra bypass. While some 13 cameras were installed on the road axis from the “5 Heroes” roundabout to the Dobraci roundabout.
The placement of cameras to monitor public spaces is regulated by a special law, and according to this law, the Police is the competent body that issues permits and security certificates for private and public entities.
In the meantime, the Ministry of the Interior and the Commissioner for the Right to Information and Protection of Personal Data are supposed to create a register with all the cameras allowed in the territory. /Argumentum.al
