TIRANA, June 8 – Albanian Prime Minister Edi Rama announced in a press conference on Thursday that he had sent the proposal of the Draft Statute of the Community of Serb Municipalities to French President Emmanuel Macron and German Chancellor Olaf Scholz.
During a press conference, Rama said that the situation in the north of Kosovo is unfortunately taking the dimensions of a political tragedy for the Republic of Kosovo and the statements of our strategic allies on that situation are ever more alarming. Rama underlined that he did not understand the hesitation of the authorities in Kosovo to de-escalate the situation in the north where it is apparent every day and every hour that the great loser is Kosovo.
“Serbia is doing what it has done many times before, while Kosovo is doing something it has never done before, and for that, it is universally blamed by all strategic allies of the Albanian people. In a context where the relations of allies with Kosovo are taking on increasingly ultimatum-like tones, if Kosovo, and I hope it won’t happen, is sanctioned for its stance, I am here to share with you an unknown fact until today.
PM Rama said that “I have long known that the Gordian knot of the dialogue will be the Association of Municipalities with Serbian Majority, and I am convinced that neither side wants the Association, and they will do everything to drag it into infinity, keeping the crisis open.”
“It is a draft worked out by top-level American and European experts for a long time, which was done just in case this day would come. This day when the parties, and in this case for me incomprehensible is the position of Kosovo and not of Serbia, which I repeat is doing what it has done on other occasions. The parties are not able to agree on who should write this text,” he declared.
Rama pointed out that the draft he sent to Macron and Scholz regarding the Association may not be the ideal solution, but it takes into account all the reasons for its establishment.
“It is a confidential document that does not claim to be the ideal solution, but it is a document of the highest international level that takes into account all the reasons for the creation of the Association,” Rama said.
The Prime Minister emphasized that the internationals are the masters of the house in Kosovo, that they have created that house with bombs and they have done a lot for that house. “As long as that house is not fully known to the world, those internationals are the lifeblood of that house. The moment the internationals turn their backs on that house, that house enters its darkest days,” said Rama.
He said that, if foreign troops will take the north of Kosovo, the issue will come back to the table in who knows how many years.
“This is one of those historic moments when minutes make the year, the hour makes the decade and the century makes the century,” declared the PM.
Further Rama said: “I think that an Association that is within the Constitution of Kosovo is in line with all the expectations of the democratic community that gives self-administration to those who make it up, without ever questioning the authority of the institutions of Kosovo that gives it the opportunity to they do what they want to do for education and health and find the approval of the Constitutional Court of Kosovo is what Kosovo needs today. The others are dangerous nonsense that can lead Kosovo to the bronze age and this is serious and the whole world is looking for this. It is not only the European and American allies, but also other allies who are worried and want a solution and cannot understand what Kosovo is looking for now.
