TIRANA, October 30 – An international report has been circulating in Tirana’s diplomatic circles for days and it is learned that even the top leadership of the government is aware of it. This report, which was drawn up by a joint group of experts of Western diplomats in Tirana, whips the government of PM Edi Rama.
The voluminous report provides disturbing data and forecasts on the increase in abuses by senior officials in almost every department, as well as in the local government.
Large public entities are the first to be quoted for a high number of partisanship appointments, while professionals have been dismissed and political leaders have been appointed, who are collecting money for the election campaign, but also for their bosses’ pockets.
The energy entity, OSHEE has the largest chapter in this aspect and it is stressed that a high number of denunciations have been filed in international institutions for the increase of the fee required by officials to receive a public tender or contract.
Also, the material emphasizes that the Ministry of Education has increased the dose of abuses, especially in a clientelistic relationship with private universities.
It is emphasized in the material that this “momentum” is also explained by a restraint of SPAK’s offensive against corruption in the pyramid of power in the country. The report analyzes that SPAK has a great difficulty in processing a huge amount of denunciations, requests or even letters from people and organizations accusing various officials and politicians.
Soon, a team of experts from the European Commission will travel to Tirana, which will draft the material that will serve for the first chapter of talks dealing with the judiciary between Albania and the European Union. /Argumentum.al
