TIRANA, October 28 – The factic budget for 2021 has been examined by the parliamentary Economy Commission, where representatives of the government have reported, as well as the head of the office of the High State Audit (KLSH), Arben Shehu.
The auditing authority has found about 615 million euros in economic damage in the performance report for the 2021 budget, said Top Channel TV on Friday.
About 19 billion ALL, or almost 159 million euros, is calculated as pure economic damage, while the rest belongs to negative effects on the budget as a result of irregularities in income and expenses.
KLSH raises the concern of occasional budget changes, almost 6 times through normative acts last year. According to the auditing institution, this shows that the government’s initial budget was not realistic, which required continuous intervention to accommodate future funding needs.
Audits have found violations of discipline both in the performance of revenue administration in certain items, and in the inefficient use of public funds.
The biggest violations belong to those in the field of public procurement, with deficiencies found in the preparation of contracts, their implementation, timely delivery of works or other violations in tenders, said KLSH.
Also, the auditing authority has found problems with concessions in health related to payments for incomplete services throughout the year 2021, causing a negative effect to the state budget.
During the last year, the KLSH submitted 14 reports and criminal evidence, 6 of them to the SPAK and 8 others to the District Prosecutor’s Offices for 62 officials of different levels. /Argumentum.al
