TIRANA, November 1 – Details on the proposal under the title “draft – statute for the community of municipalities with a Serbian majority” proposed by Prime Minister Edi Rama for reaching an agreement regarding the Association of Serb communities with Kosovo and Serbia have been made known by local media on Wednesday.
It contains the frameworks, the legal and political context, the parties’ red lines and major principles.
There are three main objectives in the draft: implementation of the Basic Agreement of 2013, ratified by Kosovo, and of the 2015 Agreement; creation of a framework for self-management with essential autonomy for the Kosovo Serb community and double protection.
According to the draft, the statute defines the powers, organization and way of functioning of the body and the Association should not replace, overlap or reduce the rights of any of the communities residing in these municipalities.
Among his main competences are inter-municipal cooperation and interaction, the promotion and protection of the rights and interests of the Serbian community in Kosovo without prejudice to other communities, the management of local health and education institutions.
The organizational structure is the assembly, the President and the vice-president, the Board, the advisory group, the administration, the complaints office as parts of the association.
Regarding the relations with the central authorities, in the proposal of Prime Minister Rama it is foreseen that the community should not replace or undermine the constitutional and legal relations between the central and local authorities in Kosovo.
According to it, the first two years after starting work, the community will be monitored by the European Union
The draft has been accepted by both sides, the Kosovo and Serbian sides and as it is reported initially it was opposed by Kosovo, but it seems, as TV Klan said on Wednesday, that international pressure has made the Kosovar side accept this proposal.
