TIRANA – The Chairman of Justice Appointments Council (JAC), Ardian Dvorani will continue to exercise his duty as a member of the Supreme Court until a final decision is made by the High Judicial Council (HJC).
The expected ruling of the HJC members was made at a plenary meeting of the body held on Tuesday whose agenda included the reviewing of a request of President Ilir Meta stating that Dvorani’s mandate as a member of the High Court was over, hence he could no longer be a member of that Court as his term of office ended in 2014.
“After considering the explanations of Mr. Dvorani as well as the proposal of some members of the Council, the latter decided with a majority of votes to postpone the consideration of this question,” said a press release issued by the HJC press office on Tuesday.
In a statement on Tuesday Dvorani was cut and sharp being confident that no one could remove him from office until a successor is appointed. “I will remain on duty until the successor is appointed. Appointments in the Supreme Court are not like in the Constitutional Court, they are not made with names, but with positions,” said Dvorani, Chairman of Justice Appointments Council (JAC) defying President Meta, who insists that his mandate is long overdue.
Explaining why the decision was postponed on this case the HJC said such a move was undertaken to leave time to Dvorani to get acquainted with the relevant decisions and documents of the Council regarding the opening of the vacant seats for the Supreme Court as well documents of some other institutions related to the matter.
The HJC held the first meeting on this question on April 27, 2020, and Wednesday’s meeting failed to set a date for the next session.
It is reported that the agenda of the Council included some other issues on its annual report of 2019, financial related matters which have popped up because of the pandemic and appointment of officials working with contracts in some district courts for the year 2020. /argumentum.al
