TIRANA, October 24 – President Bajram Begaj has returned for reconsideration to the Assembly of the additions and changes to the Law “On Citizenship” on Tuesday.
In his arguments, the Head of State said that the amendments did not receive 84 votes as the Constitution provides.
“For a law for which the Constitution has provided approval by a qualified majority, specifically 84 votes, these amendments did not receive the required number of votes and cannot be called approved,” it is stated in the reasons accompanying the President’s decree for the return of the law for reconsideration.
According to him, the finding of procedural violations, which conflict with a constitutional provision in the process of constitutional review, is sufficient reason for returning the law for consideration.
The President assessed that in terms of content, the new provisions do not conflict with substantial provisions of the Constitution.
“The provisions of the law mainly create facilities for obtaining Albanian citizenship the measure and type of which is at the sovereign discretion of the Assembly,” the president said.
Four amendments to this law were approved in the Assembly with 77, 78 and 79 votes, respectively, not receiving the necessary majority of votes in the 140-member Assembly. /argumentum.al
