TIRANA, June 4 – Two days after the arrest of the General Secretary of the Ministry of Health, Joana Duro for corruption in a tender, the special prosecution authority for serious crimes, SPAK announced that the company’s administrator, Vladimir Topi, and company engineer, Silvi Shehi were detained.
SPAK officially said on Sunday that the sum of 330,000 Lek was given as a bribe by the citizen, Vladimir Topi with the aim of illegally benefiting from the tender held at the Ministry of Health with the object of supervising and reconstructing some Health Centers in the districts of Tirana and Durra. The limit fund of this tender is known to have been 805,000 Lek.
The money was initially received from the citizen, Silvi Shehi, who was an engineer at the winning company, who then gave it to another official, Laureta Sheto, who was the person who knew and was in contact with the Secretary General of the Ministry of Health and Social Protection, Joana Duro.
This monetary amount was seized in the latter’s office during the operation conducted on Friday. The two officials, Joana Duro and Laura Sheto, are accused by SPAK of the criminal offenses of “passive and active corruption of high state officials or local elected officials”.
According to SPAK, investigations are started on the basis of information provided by the National Bureau of Investigation, which also participated in the arrest, together with the Special Operational Force of the General Directorate of Police. /argumentum.al
