The President and the presidential institution have been brought back to the attention of the ruling Socialist Party (SP) engaging its parliamentary majority to further limit their competences.
This was the aim of the step made by the parliamentary Law Commission which on Monday set up a working group to draft a new law on the president.
According to a press release issued by Parliament, the members of the working group are Adnor Shameti (SP), Vasilika Hysi (SP), and Alban Zeneli (Democratic parliamentary group). The new draft law will be submitted to Parliament on September 30.
As a matter of fact the Socialist majority had envisioned changes to the law on the President since 2016 as part of the Justice Reform package, but these changes had never been approved.
Now 4 years later after President Ilir Meta made some decisions which have not satisfied Prime Minister Edi Rama as for example refusal of nominations of ministers and other controversial issues the Socialist majority has decided to draft a new law on the presidential competencies.
Adnor Shameti has recently said that the draft law will clarify in detail the constitutional activity of the president, addressing precisely the problems created between the government and the president in an interview on Report TV.
“We will see the competencies of the president both at the constitutional level and in the full harmonization of the elements that will have the law on the organization of the institution of the president and the constitutional law on the other hand,” said the Socialist MP.
Shameti said the president’s power to appoint a minister, to set the date of the election, or the swearing- in of judges of the Constitutional Court will also change./argumentum.al
